It is certainly not horse racing as there ties rarely, if ever, happen, but is most likely football (soccer) or hockey, games where there are a great many ties.

This probably refers to "horseracing" and a "push" is a situation where the ticket holder sort of wins by "default" vis-a-vis the management. What they are saying is "If you have a ticket (bet) where you win by default we pay you off at the lower rate".

agree Will Matter : Yes. Bettor is paid off at a lesser rate. It's a "trade off", bettor wins in case of a draw BUT is paid less than they would have been if they had clearly & decisively won.

Correct. If you bet on four games and one ends tied, you will be paid at the lower 3 team payoff.
