[NFG] Further information

Australia has a federal system, and comprises 6 states and 2 territories. The word "Commonwealth" in the official name "Commonwealth of Australia" is more or less synonymous with "Federation". Commonwealth legislation means acts passed by the federal parliament in Canberra (although initially it sat in Melbourne), which applies to the whole of Australia.

The particular legislation you refer to (SEPA) was passed mainly to facilitate legal actions across state borders.

Hope this helps.

Sorry, that should be "which *apply* to the whole of Australia".
