The source phrase seems to indicate that what is encouraged is open, frank debate vs. all-too-easy agreement that is false and that only seeks to please.

This interpretation would fit the context a little better, but I don't know if it's the right idea. In other words, be open to forming an opinion instead of being complacent about what you think you already know.
