Duplicate Original of Birth Certificate

In Spain, at least, "reconstrucción de documentos" refers to reconstructing an original document that has been lost or destroyed. According to Black's Law Dictionary (8th ed.), in English this is "duplication":

Duplicate-(2) A new original, made to replace an instrument that is lost or destroyed. Also termed "duplicate orignal"

reconstruction of report of birth

I would really like to see this document in order to be sure, but it sounds like they are talking about a birth that was not reported until later and therefore had to be "reconstructed".
