Secretaría General (as the office, with an accent over the "i"-- not as the person).
I am thinking something like General Registers Office? More options?

En el caso de una universidad. Si se trata de un organismo, General Secretariat está bien

Office of the Registrar

Spanish-speaking official people like to put the word "general" when speaking of "dirección general" and "secretaría general". I usually do not translate it as it sounds inflated and out of place in English.

When I went to college, the office of the registrar handled course registration. Secretaries handled administrative tasks for professors and other university employees.

Secretariat makes me think of world organizations like the U.N. and UNESCO, etc. When I see Secretary's Office, I want to drop the "Secretary" and just say "Office".

It is important to remember that the term "secretario/a" has a much broader meaning in Spanish than its English cognate.
