I realize this "sob condição" can be translated as "under [the] condition [that]," but I wonder if, in this context, it might not mean something else (such as "unconditionally").

Hello Phillip: That's basically the idea. And since it's a type of petition, "conditionally" would appear to make more sense (than "unconditionally").

This document seems to be from a church that is not recognized by the Roman Catholic church but that keeps its style and structure. Someone is already a consecrated bishop, but an authority has doubts about the validity of that consecration (or ordination, is it is usually called in the Catholic church these days) and so they are going to consecrate him conditionally.
