E.C. stands for "elementos comunes", the common areas jointly owned by all condominium/commonhold unit owners (hallways, stairwells, etc.)

In the US, "elementos comunes" are called "common areas" (google "condominium" + "common areas" = 288,000 hits). Example:

Condominium ownership involves real property in which each owner has an exclusive interest in his or her unit in addition to an undivided interest with all other unit owners in the condominium's common areas and facilities. Condominium common areas and facilities include party walls, common walls, halls, lobbies, public stairs, the land on which the building is located, the basement, yard, recreational facilities, and other areas normally in common use. Massachusetts G.L. c. 183A, § 1.

But if you are looking for UK terminology, I believe "elementos comunes" are called "common parts":

"It is intended fro developments in which individual properties, such as flats, houses or shops are owned and occupied by separate persons, but there are common parts, such as stairways and walkways. (...) The body owning the common parts will be the commonhold association...
