Ministro del ramo (Ecuador)

Spanish to English Law/Patents Government / Politics
Estoy traduciendo una ley del Ecuador y me aparece "Ministro del Ramo". Alguien me podría explicar a qué se refiere.
No estoy seguro, pero pienso que podría ser "the Applicable Minister".

relevant Secretary of State

I wonder whether Minister should be used? A Government Minister in English is junior to a Secretary of State. I.e. Defense Secretary in the US, Foriegn Secretary in the UK.

A Minister in Spanish speaking countries is the equivalent, as he/she is the head of the relevant Ministerio (Department).
