In april 2006 is door het ministerie van Onderwijs de nota Aanval op de uitval gelanceerd. Deze nota is inmiddels omgezet in een wetsvoorstel. Tien maatregelen vormen de kern van deze nota. De meest opvallende maatregel is dat de partiële leerplicht voor 16-jarigen wordt omgezet naar een volledige leerplicht – een kwalificatieplicht – en deze wordt tevens opgetrokken naar 18 jaar.

Aside from the untranslatable wordplay, IMO the main difficulty here is that what is being tackled (or whatever) is not the dropouts, but the phenomenon of students leaving school before graduating.

Tackling school drop-outs
Perhaps my own take on it is not as snappy as the Dutch text, but this seems to be the best I can do at the moment...

I an alliteration would be a good substitute for the Dutch word play.
