Qualifier les employes par l'auto-formation

French to English Other Human Resources qualifications/training
Help! This is a title of a report I am translating about new methods for training employees. But I am already using 'training' for 'formation', and I'm not sure how best to translate 'qualifier' in this sentence. 'Qualifying employees through self-training' sounds like the trainers are doing the qualifying, whereas what it means is that they are becoming qualified through self training, no? Confused.

Also then at the end of the paragraph it says: L'objectif visé à terme est la mise en place d'une démarche de qualification des agents'... can we say a qualification process? I just can't get my head round it and would be grateful for any bright ideas on how to make it elegant and make sense...

OK, it's not great but maybe turning the sentence around could be the solution.

Interesting... my suggestion puts the emphasis on the self-training while Conor's emphasises employee development. The content of the report is definitely going to have some bearing on your choice!

Employee qualifications/training through self-study

The question is: does "qualifier" mean employees obtaining qualifications (diplomas, certs, etc.), or is it simply being used as a generic term for training?
