patient transport

Technically speaking, this isn't a mode of transport, but rather a form a re-imbursement (insurance) for patients who have to travel to and from medical appointments, and is now restricted to only 4 categories of patients. http://www.minvws.nl/nieuwsberichten/cz/nieuwe_regeling_zitt...

Patients who fall into one of these categories may reclaim their travel costs from their health insurer and/or the state.

So, the company in this instance has been given a contract to provide this service (very much in the sense of a taxi service).

Also, it's not "patient transport" in the NHS context (http://www.scarborough.nhs.uk/patient_transport.php), i.e. a service provided by local NHS trusts, so I would be inclined to add an explanatory note to the text.
