hi,
i'm doing a translation and am having problems with the following phrase...
"le double non francais et neerlandais a la constitution, qui peut dans une large mesure s'analyser comme resultant de l'incapacite europeene a produire de la prosperite".
I understand the first part, as in both countries refused the Constitution but it's after that where I'm having the problems...
thanks for the help and would be greatful if someone could give me a gist trans or explanation etc.

Both French and Dutch rejects of the constitution (project), that may be explained by the ...
fact that Europe has not been able to provide / sustain prosperity so far.
