Hello! I work in a real state agency and I have a doubt regarding an expression. I want to write that above a warehouse you have a permit to build 2 floor dwelling. In Spanish you can say "TIENE DERECHO A VUELO" and I have no idea how to say it in English.

I think this is a right on an already existing building, that enables people to make it into a duplex...
