The protagonist is staying at the apartment of a friend, to take care of the friend's pets while she is way on vacation.
Context:
"Entre la chatte qui rendue à un âge respectable, perd un peu la boule et la chienne qui étant en chaleur met le chien **dans tous sus états,** ce n'est pas chose facile. Il faut veiller à ce que les deux chiens ne commettent l"irréparable comme l'année précédente car il y a environ un an, ce fut toute une surprise lorsque la chienne mit bas quatre chiots."
Does this mean "no matter what condition" the female dog is in?

This is the nearest translation in English, and it's an expression that I'd use happily, although it might be best to qualify it as a real state, a right state or a dreadful state - dogs really do get driven by their urges!
