I have come accross the same problem. "Underlag" usually refers to documents.

Not really. The term data refers to any kind of relevant information. My concentration is on the question -- and therefore find that dictionaries are often more reliable than other 'research'.

Invoice breakdown, (invoice/bill details, invoice information))
This is a tricky one because the concept doesn't seem to exist in English. This is if I've understood 'faktureringsunderlag' correctly, ie the chargeable items in the invoice that correspond to the total amount due.
IMO the best solution would be 'invoice breakdown', ie a breakdown of all the items on an invoice one is being charged for. Unfortunately, it's not especially common in English. 'Invoice basis' is definitely wrong as it's an accounting term http://www.businessdictionary.com/definition/invoice-basis.h... 'Invoicing basis' is not an authentic English term. 'Invoicing documents' is vague and 'invoice verification' ambiguous.
A distinction should also be made between the concept of the actual 'invoice/bill' and the process of 'invoicing/billing' IMO. Invoicing or billing details/data/info usually refer to company name, address, telephone number, tax number, etc, not the actual chargeable items in the invoice.
