Обязательным условием конкурса являлось создание современного градостроительного ансамбля в композиционной увязке с комплексом Национальной библиотеки Беларуси, парковой зоной и проспектом Независимости. При этом организатор конкурса – Мингорисполком не ограничивал участников конкретными условиями и параметрами, что дало возможность им свободнее передать свое видение по застройке этой территории.

It is fairly awkward to attach "town-planning" to the "ensemble" adjectivally in English. It will sound better to keep "planning" element of "градостроительный" by other means, something like this:

As for "urbanistic," which means "relating to urbanism," which, in turn, has three different dictionary definitions - the meaning of "urbanistic" is not self-evident, has been debated, and here would sound just plain weird.

: I balked at "unit" cuz it often means a dept of an agency dealing w urban development-"a bank's urban development unit"/Me, too, but "ensemble" is well assimilated in Eng as "a system of items constituting an organic unity", so no allergic reaction to it.

Fair enough. I tend to try to avoid usign a French word in English to translate every French word used in Russian though, if you see what I mean. But of course it depends partly on other translation choices in the text.
