Det vises til at ekteskapet ble inngått før referansen var skilt fra sin pakistanske ektefelle.

This document refers several times to one of the parties in a dispute as 'referansen'. This is a form I have nor met before. Any suggestions for how to translate it into English would be very welcome.

henvisning til person som en viser til for opplysninger (om en søker, et firmas stilling osv.)
refers to the person applying for the document...

I should have mentioned that there are two parties involved (3 actually, since it involves a bigamous marriage) and one of them is the applicant. The 'referensen' is another person.
Besides, I think the definition you gave is to a 'referee', i.e. a person who can provide references for an applicant)
