Going round in circles a bit on this one - so could do with some help, please:
"Afavorir l’ús de materials amb sistemes de certificació de qualitat ambiental.
Tot i que actualment el mercat de la construcció ofereix un nombre molt reduït de marques comercials que disposin dels sistemes de distintius esmenats a la normativa de referència, tot i que ja existeixen diverses categories en les que es podrien inscriure les empreses (plàstic reciclat, aïllaments de suro, calderes i escalfadors domèstics de gas, productes de vidre reciclat, etc.), cal potenciar i incentivar aquestes iniciatives."

Do they perhaps mean, in a rather long-winded way, that there are not enough systems around in the industry that are in line with the relevant existing legislature?
