No debemos olvidar en este punto que España pertenece a la Unión Europea, siendo al mismo tiempo territorio Schengen lo que provoca que el marco de las políticas de admisión sea aún mucho más complejo, al haberse trasladado muchas de las competencias en este terreno a un ámbito supranacional como es el de la U.E.

It's interesting to see how often "competencies" is used as the plural - suggesting that the singular is actually "competency". In fact, "competence" is by far the most frequent as the singular version.

Jurisdiction remains the same (courts, fueros) but admission, precisely is affected. For instance, any Schengen country issuing a visa issues for all Schengen countries. And not all the EU are Schengen. (Separate visas for the UK, for ex., which has that sole competence).

True, but this is a function of the "free movement of goods and capital" inside the EU. Schengen rules travel and immigration of non-EU nationals. Nationals have unrestricted movement.

This is an example of "Eurospeak" that never fails to astonish me :))
It came up a lot in the coursework for my MA, and unfortunately the trend is to tranlsate the Spanish/Portuguese word "competencias" as "competencies". Yeuk! See the references below.
As a translator, I always used to translate this as "powers", or "areas of responsibility", or something to that effect, but my MA tutor insisted that it was best to stick to the trend within the EU institutions.
