Does this term have any other meaning than "subpoena", as that meaning doesn't seem to fit here. It is a leasing agreement for an apartment, in which the lessee will receive telephone service via the lines already installed in the apartment, and must agree "a no cambiar la citación legal de los contratos [de teléfono], a no alterar el equipo..."

This is how the "Merriam Webster's Dictionary of Law" defines the term:
a written notification that one is required to appear in court, as:
a) a document in a civil suit that is issued by an authorized judicial officer (as a clerk of court) and delivered to a plaintiff or the plaintiff's attorney for service on the defendant and that notifies the defendant that he or she must appear and defend (as by filing an answer) within a specified time or a default judgement will be rendered for the plaintiff;
b) a document that summons a defendant to appear before a court to answer a minor criminal charge and that is issued in lieu of a warrant for arrest by an authorized judicial officer (as a magistrate) upon request of a prosecuting attorney;
c) a notification to appear for jury service;
d) a notification to appear as witness.

1. Acción o efecto de citar, requiriendo a alguien que concurra a realizar un acto procesal determinado;

tal vez se trata de un error tipográfico. Me baso en que hay cierta lógica entre el "cambio" de una situación legal y la "alteración" del equipo. Otra opción sería que como citación legal se estuvieran refiriendo al titular de la línea telefónica, algo así como la parte registrada en el contrato o "right holder". Subpoena, summons or service of process, indeed, do not seem to apply to your context. So it should rather be related to some legal denomination, right holder or legal status.
