Could this "Turn" be short for "Turnover"? Or something else entirely?

I think your guess is correct. I'm also convinced that this "turn" means "turnover" (売上高).
By enforcing sales promotion by strategic price, the cusutomers will come back and the turnover will improve.
English loanwords in Japanese are so difficult to understand even for natives!
