to include courts located outside Kent County but having jurisdiction over it.

This makes it clear that the courts referred to are not only those located within Kent County, but also all other courts having jurisdiction over Kent County, e.g. the Michigan Supreme Court and the Federal Supreme Court.

district court

I think the above phrase means district court including Kent County District Court in Michigan, USA, since before the phrase "or whose district includes" there is a mention about state or federal court. Therefore, you could file a suit regarding any arising controversy or dispute to three types of courts, State, Federal or District.
