Spanish to English Other Agriculture Ministerial powers
From a Spanish ministerial document.

My problem is that I would normally use health and safety in the context of prevención, plus the repetition of sanitaria in the adjectives!

Ministry of agriculture etc The text, which is only a couple of paragraphs long, states what a certain dept of the ministry has power over. So it has the power to regulate on these matters.

I would have said "plant health," but I discovered that "sanitation and phytosanitation" are a recognized couplet, with 2,990 hits. The abbreviation is SPS. Who knew? Examples:

phytosanitary and sanitary prevention

I have worked for fruit growing companies in Argentina and this is the way I've seen these terms in export documents, etc.
