Can anyone help with a translation of this phrase? In the following, taken from the "World Development Report" 2009 of the World Bank:

Il plaide alors pour un investissement prioritaire dans les infrastructures et une meilleure intégration au marché mondial pour les pays du Golfe de Guinée, et pour une assistance dans l’éducation, la santé et les autres infrastructures sociales pour les pays enclavés sahéliens. Cette approche semble néanmoins problématique car s’il est possible d’identifier des zones plus ou moins avancées du point de vue économique, il est rare que celles-ci correspondent à des pays selon une opposition zonale.

As I read it, basically this is saying that economic zones don't correspond to geographic zones.

seldom coincide with geographical entities

I understand that the distribution of areas identified according to their levels of economic development doesn't coincide with the distribution of areas according to geographical criteria. It means an economic map and a geographical map of the whole region concerned would only partially overlap.
