My guess is that this "true" refers to "pixel aspect ratio", as opposed to aspect ratios in conformity with other motion picture standards, where the pixel hight is slightly different from its width.
Another suggested term would be "実アスペクト比16：9" - although google results do not show this term (実アスペクト比) to be commonly used, I believe that this would convey the sense of "true".
