Someone wanted this figured out and then the directions followed just for fun. I think it is aviator lingo but not sure. I'd like a translation or place to go and look up the translation my self.

This is "Phonetic Alphabet" There are several different phonetic alphabets. If you just Google "phonetic alphabet" you will see several of them. In the US, the military uses one and the police use a somewhat different one, so pick whichover one you want to use.
