I believe they may be talking about bank cards. As far as I know xip could only be a computer xip, not a token or chit. This is describing how to purchase a special card for use on busses and metro.

"La primera recàrrega l’heu de fer a l’oficina principal d’atenció al client de XXX o a l’oficina de XXX ubicada al YYY del Campus de ZZZ (pagament xip moneder), la resta la podeu fer en qualsevol punt de la xarxa de recàrrega (pagament en metàl•lic)."
