These programs specify delivery metrics that must be maintained which limit any ability to load-in product. The remaining 60% of warehouse orders are placed by customers (limiting any ability to load-in product), where we don't have inventory visibility and therefore an inventory level review is not practical. Note that other warehouse controls sufficiently compensate for the lack of visibility

Есть вот такое еще определение "trade load/ing":
trade loading - sending customers stock they never wanted

Тогда, возможно, можно перевести как:

Продавать имеющийся на складе товар, используя стратегию навязывания ("внагрузку")

Также загадочен глагол sell through -- вообще это кол-во проданного товара в месяц, а вот глагол...возможно просто продавать, а возможно и нет...

ИМХО sell through -- это просто продавать, если более дословно, то продавать посредством/используя...
