The text is talking about types of targeted customers for communications services. Tentatively, I've written "car fleet owners," but how to I know they're not "truck dispatch centers"? The type of communications (MVNO) is not decisive as to who would be buying it.

In Russian, if memory serves and so does Google, владельцы парка автомобилей are those who own cars. They may or may not own/operate other property, but unless otherwise specified we would safely assume that they don't and translate accordingly.

Yes, Angela - vehicle! I should have walked the dog first, before posting a question, instead of posting a question and then sweltering out to walk the dog, because, as we were walking, it came to me that I've resolved this problem before - with "vehicle." Thank you.
