No the deployment is for optic fibre. But the reason I'm thinking of plurals is the periods between the double letters. If SOR is Network Operations Service or Network Operating System, as suggested in another Q, then "que realicen inspecciones" refers to EE.CC.

What about "Equipos de" something? The phrase evidently mixes people and things (Spanish documents rarely respect parallelisms). I can't help but take Gene's view it's a plural form.

Estados contables A couple times I have seen this abbreviation used it meant "estados contables". It doesn't seem to fit the text, though.
