Maybe a descriptive translation like 'chronically damaged skin induced by UV radiation' is fine in this case. Similar terms in German seem to be 'Seemannshaut' oder 'Landmannshaut'; and there seems to be a difference between these conditions and an actinic or solar keratosis.

Neben der Landmanns- oder Seemannshaut oder Lichthaut sind als Vorstufen des Hautkrebs am häufigsten die solare Keratose, d. h. durch Sonne bedingte Verhornungsstörungen zu nennen.

Type? in one place "Lichhaut", in another "Lichthaut". Not sure but the latter
seems to suggest a lack of pigmentation.
