ocean going tug
Tugs move vessels that either should not move themselves, such as ships in a crowded harbor or a narrow canal, or those that cannot move themselves alone, such as barges, disabled ships, or oil platforms. Tugboats are powerful for their size and strongly built; some are ocean-going. (Wikipedia)

Comment: "I think both "ocean going tug" and "high seas tug" are valid answers, but select the former as slightly more elegant. Many thanks to all contributors!"

: 'seas' sounds better to me. /// SOUNDS better, don't know if it is... Difficult to say, really. Has a literary ring to it, probably from childhood reading. My father was in the navy, so might come from him, like calling ships (and cars) 'she'.

Christine, can you articulate why think the plural form is better? I hear it said both ways and I don't know enough to tell the difference.

and in the maritime law, the term is used exlusively to indicate the area of the sea sufficiently far from shore. So it will be safe to assume that the Spanish source would probably simply imply "deep", rather than "vicious".
Although when you look at this: http://www.youtube.com/watch?v=zg97N6fp7U4
a totally different idea comes to mind.
navegación de altura.
1. f. navegación que se hace por mar fuera de la vista de la tierra, y en la que se utiliza, para determinar la situación de la nave, la altura de los astros.

alta mar.
1. f. Parte del mar que está a bastante distancia de la costa.
Deza, my rationalisation for "altura" is that these vessels have very deep hulls (and tall super-structures). They do look very high when you stand next to them.
