Norwegian to English Law/Patents Law (general)

So far, I've been calling it "originator" in this context. But that might be the wrong thing to say.

The definition according to the document:
både den som faktisk gjennomfører innførsel eller utsetting i henhold til denne forskriften, samt den som er ansvarlig for virksomheten;
both the person who actually conducts the import or release according to these regulations, and whoever is responsible for the business;

The following information about the originator and the applied organism shall be included by the application:

Ansvarlig myndighet kan pålegge tiltakshaver å dekke alle kostnader i forbindelse med forsendelsen, herunder kostnader i forbindelse med identifikasjon, ivaretaking og retur av organismer, dersom kravene i første ledd ikke er oppfylt.
The responsible authority may order the originator to cover all costs in connection with the shipment, including costs in connection with identification, safeguarding, and return of organisms, if the requirements in the first paragraph are not met.

Mangler søknaden opplysninger eller undersøkelser som er nødvendig for at vedtak kan fattes, retumeres søknaden til tiltakshaver.
If the application is missing information or research that is necessary to reach a decision, the application is returned to the originator.
