This phrase refers to a 'scie a chantourner' a scroll saw.

I have researched this and have already translated it as operational no load speed but was wondering if it was operational no load speed or rotational no load speed.

Just looking for some corroboration on that

rotational does not add any clue As the speed is specified in some units (e.g., RPM), rotational does not add any information (it is construed from the units - RPM is rotational m/s is linear)

à vide is actually quite the opposite of 'operational', it means 'when it is not doing any work'

The usual term used in very many fields is 'off-load', though 'no-load' is also encountered in certain expressions.
