This system used to be very common - in all bars etc - in Spain. It involves / involved a meter that counts / counted the "pasos" of the phone call. The owner of the phone would then charge the user so much per "paso" after the call was over.

I remember in Spain this system used to be used in bars. There was a small box beside the telephone that showed the number of pasos you had used. It wasn't the same as minutes, because it was adjusted according to whether it was a local/national call etc. and took connection charge and length in minutes into account. At the end of the call the barman looked at the number of "pasos" used and charged you accordingly.
I also remember visiting a flat where this system was used to share out the phone bill between the flat-mates.
I'm surprise the system is still in use at all.

The system used to work (I don't know if it is still like this) by plugging any telephone into a little box measuring about 10x10cm, and the box was then plugged into the telephone socket on wall. The box was a metre that clocked up the units like the mileage clock on a car. So it was a system rather than a phone.
I also remember visiting a flat where this system was used to share out the phone bill between the flat-mates.
I'm surprise the system is still in use at all.
