Spanish term

país atractor

Spanish to English Social Sciences Social Science, Sociology, Ethics, etc.

magnet

I would suggest dropping the word "country" in order to intensify the English idiom. If you mention Chile, the reader understands that it is a country and that countries are the entities doing the attracting.
Example sentence:

"Woodstock has become a magnet for galleries specializing in the latest South African Art

attractor

You can drop the "país" in English, although I have seen "states" used. Spanish might have been a literal translation from English: The United States, always a powerful attractor of migrants, has recently regained the position it held at the beginning of the twentieth century as the quintessential immigration country. http://www.econ.ucdavis.edu/faculty/gperi/non_refereed/Immig...
