The way I understand it, altas y bajas refers to the certified products being or no longer being commercialized.
Check this link:

"alta" is normally a new registration and "baja" is when the opposite is applicable.

See "dar(se) de alta" and "dar(se) de baja" in any monolingual or bilingual dictionary
