Contexto: en una organización multilateral se debate sobre la forma de ampliar la participación de los miembros de la organización en las estructuras de dirección y de toma de decisiones. Para ello el "Legal Committee" examina la posibilidad de modificar el reglamento interno (para facilitar esa participación)

Tienes razón, la frase es un poco forzada en inglés. You cannot encourage someone to have an opportunity, you can only give them an opportunity.

neutral FVS (X) : You have an advantage it seems. But I don't see how the 'facts' = su experiencia // I'm aware of the fighting in Libya - I haven't experienced it though. Soy consciente de la guerra en Libya pero no lo he experimentado.

If you share "the facts", these facts are of your awareness, something you have experienced; otherwise, you cannot share them. That's how I understood the sentence.
