My first thought was laparoscopy too, but with the mixed metaphors (flying) and the prospect of applying it to a whole organisation, this does not sound like medicine to me.

A strategy of constant reminders - turn the lights off to save energy, or remember to do those little things that add up if we all actually do them. Rather than big lectures and peptalks that are soon forgotten, small attacks everywhere (to keep consciences pricking?) are sometimes more effective.

Needling strategy?
