Je prépare encore une assignation en responsabilité de XYZ en y joignant une responsabilité de l’Etat (country).

I am preparing another civil liability action against XYX in which I cite the state of (country)?

"en y joignant une responsabilité de l’Etat" means that the author is preparing a lawsuit (joint, most likely) against the country in question.
Since the asker added "country" between parentheses after the word "Etat", I assume that "Etat" here means country, as it often does in French (a very annoying custom).

Not the only possibility but without more information, it should be borne in mind that civil liability covers both tort and/or contract.
