broadcaster is not producer Given that the vast majority of 'telenovelas' / soaps and similar entertainment/infotainment programmes are outsourced by 'broadcasters' to 'private production companies', the distinction between broadcaster and producer is pretty clear in this context. It would be more difficult if it referred to current affairs or 'serious investigative' programmes, for example, where broadcasters do a lot of their own production as well as outsourcing.
