This comes from an analysis of a gold ring. I can't work out what the 751%0 stands for. (the last 0 is in subscript, but I can't edit it on here).

The concept and abbreviation are much better known in the US than the UK, because it's how we pay our property tax here - a "millage" of the property's assessed value.

You can also say "fineness" for "content". As Meir has explained, ‰ is per mille or parts per thousand, so this ring is 75.1% gold.
