High Court of Justice Pre- Trial Hearing
I disagree with both options proffered so far. The Supreme COurt and the Bagatz are not one and the same thing - even if they both sit in the same building and have the same judges. In fact its official title is the Supreme Court Sitting as the High Court of Justice. The Supreme Court generally hears appeals requiring no hearing of evidence- whilst Bagatz hears matters of 'national importance' which do require the hearing of evidence. Hence the kdam bagatz hearing.

supreme court pre-trial
This is actually in response to the pre-Bagatz suggestion. If your audience doesn't know what 'bagatz' is, you'll have to use English language terms. It's evident from the context that it's a pre-trial hearing, but that the 'trial' in this instance is an application to the supreme court.
