Credo che il 'clear' si riferisca, come specificato dopo quando si parla di interferenze, al fatto che e una frequenza libera, non occupata da altre trasmissioni, appunto x evitare interferenze.

: confermo: mi pare abbastanza chiaro dal contesto che il riferimento sia ad una frequenza libera da interferenze, quindi semmai esclusiva, 'protetta', tutto il contrario che 'in chiaro'

: Clear vuol dire priva di rumore, cioè di disturbi e interferenze. Tale "rumore" ridurrebbe la banda di fatto, dovendosi ritrasmettere pacchetti errati per interferenza. "libera" riferita ad una banda indica invece che essa non è completamente occupata.
