P.S. I left "regime" as only more context will determine whether it is legal in nature. That is why I placed it in brackets. Of course, "system" and other suitable words may be used.

I of the firm belief that ProZ was never intended that exact, word for word rendering be given (more the idea); Then, I think is up to the translator to adapt to his or her context. Too often it has been noted that there is "disagreement" or "contention" over an "of" instead of "off" (or for the tiniest of reasons/illogical conclusions/stylistic, etc. etc.). Sorry! I did not mean to spout off!
