Ah, ok! EOIs (Escuelas Oficiales de Idiomas) are official Spanish schools where people can learn foreign languages. The Elementary level is equivalent to third year, and the Higher level is equivalent to fifth year. "Official students" usually attend the schools for five years, but non-official students can just do the 3rd and 5th year exams - without having to go to class.

Thanks so it has no connection with law then? just languages? have you tried looking on the school's website to see if they have this in English?

Its a certificate from the EOI and it explains the courses the studente has completed.

You could either call the years by their number: 1st, 2nd, 3rd, etc. Or say Basic Level (1st year?), Elementary Certificate (3rd year), Higher Certificate (5th year). I don't know what you could call the 2nd and 4th years.

I did the exams in 1996! And I also prepare students for the exams. I never say "cycle" when referring to the certificates. But that's a matter of opinion.

For your information: the European Framework classifies the levels of foreign-language studies as A1, A2, B1, B2, C1, C2. "A1" is the lowest and "C2" is the highest. Each examining body then calls its exams by whatever names it wishes. For example, the First Certificate of English is equivalent to B2. 5th year in the EOI is equivalent to C1 (or it was in Catalonia a couple of years ago).
