: In English, we never say "promotion appointment ceremony." Please don't try to create new phrases that are not used in English. That is the job of authors and accomplished linguists. As translators, we're not supposed to create our own language!

Essentialy you arrived correct answer by yourself.
I guess this kind of thing does not exist in the US, as they simply announce such promotion at a meeting or the like, then suddenly other employees know about their new boss.
But you know in ritual oriented Japanese corporate system this kind of thing is innate to their corporate tradition.
Reason I am suggesting this is because, in not so outright message is that good willed employer wants to make the poromotee functions as good example to other.
Also another hidden message could be the employer demonstrates his appreciation to the promotee as well as employees in general.
