Here is the sentence in which this expression is found: "Since the 1950s, several innovations in budgeting have been attempted to address the limitations of traditional budget formats and practices in this respect, examples of innovations are budgeting by cross-cutting programmes in the 1950s, aggregate sector allocations in the 1960s and zero-based budgeting in the 1970s."

This is a relatively technical document about measuring performances in the budgeting processes.

I don't understand the term very well, even in English!
