"raising awareness" or "awareness-raising"
As you will see frm the following examples, there are various ays to phrase this kind of expression:
http://www.un.org/documents/ecosoc/cn17/1996/ecn171996-14a1....
"UNDP has initiated 11 new interregional and regional activities that were dedicated to or included environmental education, training, education and awareness-raising components."
http://www.eeri.org/News/Dec99/Dec99.html
"He plays a key role in disseminating the prevention message through high-level scientific and technical meetings, raising awareness and sensitizing decision makers within developing countries to the issue of urban seismic risk reduction."
http://www.global-horizons.com/web2.htm
"These categories are: family violence; violence against women; challenging discrimination (racism, sexism, religious biases, ageism, etc.); youth issues; victimization prevention; raising awareness; legislative and social policy reform; policing issues; prison reform and offender rehabilitation; alternative dispute resolution mechanisms (to violence or the courts); partnerships between local government and civic groups; and judicial training."
I hope these examples help show various possible ways to fit the expression into the sentence.

In fact "concientización" is the action of making another person aware of something. I don't know if there is an exact term for it in English.

environmental legislation, consciousness-raising and
sensitizing. (No es fácil dar una única acepción fuera de la frase entera).

environmental legislation and awareness-raising
"Concientización" and "sensibilización" can both be expressed with "awareness-raising", which has largely replaced the earlier "consciousness-raising".
