This information is from the UK, where the term "lo-call" (local call) was a term used by British Telecom, the national telephony provider, for numbers charged at "local" rates:

0845 prefix
0845 numbers were formerly known as 0345 numbers, which were operated by BT and were described as ***"Lo-call" numbers (play on the word "local")***. 0845 numbers were until 2004 charged at the same rate as local calls (numbers with the same area code).

the reason for the "lo-call" numbers is that the company receiving the calls subsidized the cost of the calls, from any telephone line in the country. This was to make it fair for people who lived in Scotland for instance, so they did not have to pay a high price for a call to London, for instance. It was like a courtesy gesture to help people make the call without having to think first about the expense.

It was especially important to subsidize the calls because often callers had to wait until a customer support agent was free to take the call, and this waiting time would have made the call very expensive if it had been charged at a "national" rate.
