the reason for the "lo-call" numbers is that the company receiving the calls subsidized the cost of the calls, from any telephone line in the country. This was to make it fair for people who lived in Scotland for instance, so they did not have to pay a high price for a call to London, for instance. It was like a courtesy gesture to help people make the call without having to think first about the expense.
